Purpose

This working document is intended to represent the Editor’s synthesis of the DC-Education listserv discussion of the “standard” category through the above date; and sets out a strawman proposal for an “auxiliary” STANDARD element for discussion both online and at the face-to-face meeting in Melbourne. The document does not represent all of the various ideas expressed on the listserv; rather, it seeks to represent areas of general consensus. The Editor hopes that bringing forward a strawman proposal will assist in the identification of open issues needing resolution in Melbourne. This working document is not an official document of the DCMI.

“Standard” is one of five categories of information derived from an exploration of existing Dublin Core-based education/training-focused metadata projects and the IEEE 1484.12 Learning Object Metadata (LOM) proposed standard. It is the Editor’s intention that this document be “refined” periodically as the online discussions progress. Discussion Summary

It is generally agreed among members of the Working Group that the capacity to map the educational resource being described to organization, state (province), national, and international content and process standards is an important function for networked information discovery and retrieval. However, the conversation regarding this possible element have not been extensive on the DC-Education listserv. The table below summarizes the discussion.

STANDARD   The promulgating body of the standard being referenced (e.g., the US’ “NCTM” (National Council of the Teachers of Math); the UK’s “NVQ” (National Vocational Qualification); and Australia’s “NGS” (National Goals of Schooling)). Organization, state (province), national, or international content or process standard to which the resource being described is mapped.
  IDENTIFIER   A notation that serves to uniquely identify the standard being referenced.

  VERSION   Information identifying the version of the standard being referenced (e.g., a year of publication, a version number, etc.) .

  1. ELEMENT:

    • Name:  STANDARD
    • Definition:  Organization, state (province), national, or international content or process standard to which the resource being described is mapped.

  2. ELEMENT QUALIFIERS

    • Name:  IDENTIFIER
    • Definition:  A notation that serves to uniquely identify the standard being referenced.

    • Name:  VERSION
    • Definition:  Information identifying the version of the standard being referenced (e.g., a year of publication, a version number, etc.).

  3. VALUE QUALIFIERS†

    • Name:  [Schemes would vary]
    • Definition:  The promulgating body of the standard being referenced (e.g., the US’ “NCTM” (National Council of the Teachers of Math); the UK’s “NVQ” (National Vocational Qualification); and Australia’s “NGS” (National Goals of Schooling)).

Editorial Note: It is assumed that standards information would be drawn from publicly recognized schemes promulgated by recognized professional, academic, vocational, and governmental bodies.
